Deerfield panel OKs minutes, advances St. James RFP

Deerfield senior housing panel advances St. James RFP, digs into septic rules. The Ad Hoc Senior Housing Committee voted 5-0 to approve its March 25 minutes and confirmed about 30 prospective bidders have registered for the St.

James Avenue request for proposals, with a mandatory site visit set for 10 a.m. April 15. Member Carolyn Ness has been using an AI tool to compare Deerfield's septic setback rules against state standards, after guest Alex Galloway told the panel some local bylaws, including a ban on new septic mounds, "are kind of arbitrary" and date to the 1980s.

Member Pam Predmore relayed data from a UMass Donahue Institute housing forum showing Franklin County's home vacancy rate at just 0.3 percent, against a healthy benchmark of 1.5 percent. The committee also floated a vacant Volvo-Saab dealership near Magic Wings as a possible mixed-use or workforce housing site.
